Project Highlights
Located within California’s Central Coast region, an oil heating facility connecting to three offshore OCS platforms required decommissioning. An experienced crew managed various elements of the project, all while supporting all pigging and nitrogen purging operations.

 

Project Scope of Work
Hydra Offshore Construction supported the decommissioning of an onshore oil heating facility with a capacity to handle 30,000 barrels per day (BPD) of stabilized, dry, sweet crude oil. This facility connected to three offshore OCS (outer continental shelf) platforms via a 28-mile 24” OD (outer diameter) pipeline. Hydra Offshore Construction was responsible for the isolation, clean out, and flush & purge of the main process equipment, including vessels, tanks, piping, LACT systems, and other related equipment. Additionally, Hydra Offshore Construction supported all pigging and nitrogen purging operations with 24/7 coverage to clean out the main pipeline and take it out of service.

 

Challenges
This location demanded that special precautions be taken due to hazardous environmental factors caused by lower explosive limit (LEL) gases, naturally occurring radioactive material (NORM) and hydrogen sulfide (H2S) gas releases.

 

Why Hydra
The project required an experienced crew to systematically provide a custom solution for each subsystem. Hydra’s expertise enabled the safe and efficient completion of the project with zero lost-time incidents and environmental discharges spanning over five months of rigorous, non-stop work. Additionally, the pigging operations required the Hydra crew to perform SIMOPS (simultaneous operations) both onshore and offshore, which required careful planning and coordination internally and with all stakeholders.
